i always like vitani8 from lion king but i think alot of people like hades the most from all disney films so maybe he's the top villian ^^

Scar from Lion King... because he actually suceeds in his task and is simply beaten by his incompitence as a ruler when his minions turn on him in the end due to the drought that occurs.

Hmm good point, next villain I'm mentioning... I hate him but his actions and himself are so evil that it does make him a top villain and that person is... Frollo from the Hunchback of Notre Dame. This guy is evil for these reasons in my opinion

1. He kills a innocent mother 2. He was gonna drown Quasimodo as a baby 3. He has poor Quasimodo locked up in the bell tower. 4. He let's the towns people pick on Quasimodo and does not do anything to stop them. 5. He lusts for gypsy girl Esmerelda but says he'll burn her if she won't be his. 6, He starts to set Paris aflame and threats to take innocent lives. 7. He tries to kill both Esmerelda and Quasimodo. That's what makes him truly a evil.. Hmmm so so.
Hmmm thats all I think for now.

The Hunchback of Notre Dame is a good but pretty Dark Movie, it also has upsetting scenes too and yes Davy Jones counts. But I prefer Barbossa more XD

Was unsure if we were sticking to the cartoons or branching out to the live action films (But we shall forget about the Live action Cruella, what a joke) Yet to see Hunchback, might give it a go eventually. I liked the Lotso Huggin Bear on Toy Story 3 and Syndrome on the Incredibles too...
